This learning guide is primarily for Security Cooperation Organization (SCO) personnel but may also benefit staff officers and other officials at combatant commands (CCMDs) and other DoD organizations which deal with international partners and U.S. industry in an official capacity.
This learning guide was developed by
DISCS as a ready reference for SCOs and related DoD personnel in their unique overseas environment. It is designed in part to remind SCOs that, while they are “away from the flagpole” of their headquarters, they remain subject to all legal and DoD policy guidance on personal standards of conduct. This includes the proper use of U.S. government funds and other resources and avoiding even the appearance of impropriety. The following topics are addressed:
