Background

DoD/DSCA continues to place emphasis on the development of the Security Cooperation Workforce through training, education and other career development opportunities to accomplish our mission. It is important Security Cooperation personnel be identified in the Security Cooporation Workforce Development (SCWD) Database in their current position with an appropriate training level and DISCS class identified. The following table provides specific training levels and their corresponding training that constituent organizations can reference when establishing the appropriate training level for their positions in the Security Cooporation Workforce Development (SCWD) Database:

DISCS Course Level: 000
Positions Details: Positions with no substantive SC/SA involvement.
Training Required: No training required
Web Site for Training: N/A
DISCS Course Level: 100
Positions Details: Positions needing only an awareness of basic SC terminology or Senior commanders and staff indirectly responsible for SC supervision.
Training Required: 1-2 hour SC Familiarization: SCM-FA-OL (SCM-101)
Web Site for Training: Security Cooperation Familiarization Course (SC-FAM-OL)
DISCS Course Level: 200
Positions Details: Positions needing only a basic understanding of SC program terminology and processes, or positions directly responsible for some aspects of SC but for which extensive knowledge of SC programs is not required.
Training Required: Online SC Course (approximately 15-20 hours to complete): SCM-OC-OL (SCM-201)

DISCS Course Level: 300
Positions Details: Positions working SC programs directly involving the transfer of military articles, services, and training or supervising that work.
Training Required: Requires Introductory SC Course at a DISCS 300 Course Level including but not limited to:
  1. SCM-C (SCM-301)
  2. SCM-E (SCM-311)
  3. SCM-TO/TM (SCM-341/342)
  4. SCM-O (SCM-351)
  5. SCM-AO (SCM-361)
  6. SCM-SP (SCM-371)

DISCS Course Level: 400
Positions Details: Positions requiring advanced understanding of SC/SA processes and policy.
Training Required: Requires Advanced SC Course at a DISCS 400 Course Level including but not limited to:
  1. SCM-CM (SCM-401)
  2. SCM-CF (SCM-411)
  3. SCM-CR (SCM-412)
  4. SCM-CS (SCM-421)

Commandant's Message

I'm hoping that you've not had issues finding us! As you can tell by our new website -- The Defense Institute of Security Assistance Management (DISAM) transitioned to the Defense Institute of Security Cooperation Studies (DISCS). This became effective 1 July 2016, and comes as DSCA more closely aligns the schoolhouse, its curriculum, and its mission priorities with DOD strategic guidance, and DSCA's vision for the future. The name change reflects DSCA's focus on full spectrum capability building and that the schoolhouse's mandate for training the workforce has expanded beyond Security Assistance to include all of Security Cooperation.

There are a number of transitional issues in progress and we will work with various constituencies and other supporting organizations to be as seamless as possible in our support to you. As you can see, the Institute’s website has a new URL of www.iscs.dsca.mil. In terms of you contacting DISCS, please note that "Group e-mail addresses" (such as the Registrar’s Office) will change as soon as we can work through the IT wickets, but old group email addresses should work after the change for some time. All email addresses and phone numbers for institute personnel remain the same as they were prior to changing our name to the Defense Institute of Security Cooperation Studies. Note that there have been no changes to course designations or names of the courses offered by the Institute.

This is an exciting time for the Defense Institute of Security Cooperation Studies and we looking forward to continuing our long-standing service to the security cooperation workforce for years to come as we keep pace with the environment impacting all of you as our constituents.
